Hard to start

Just finished building a GT240 for a friend. It`s running a phbh 30 open mouth,
It`s a bugger to start, if i use a small amount of easy start if fires up straight away , and will start first kick 20/30 mins later.
Yesterday i put my marchard filter on it and it started first kick, so this leads me to think without it on ,it`s too rich , or is it the other way ,Too lean at start up ?
Choke jet 70, slide 45, AV268 ,55Pilot ,X7 needle

Thanks for replies, im using a flip up choke at the moment as the one in the BGM set of cables ,the inner is too short, so should be working fine .
ive taken the choke jet out to check it`s clear.
The carb was working fine on the barrel assembly that was on previous.
I`ll try my Carb on it to see if it`s any different.

Tried my carb with all his jets in it but not the 45 slide, it started first kick !
put his back on with the 45 slide wont start. Can the slide cut away make any difference on start up ?

It`s a genuine Dellorto.
I shall try just my slide (40) in his carb , if it starts ,then he can buy a new slide , if it doesnt ,i will put my carb back on it and get his carb vapour blasted to make sure its not blocked anywhere.

Where is the PHBH from? Is it a YSN copy (don't read that as a negative... just a question for background)?

I personally wouldn't vapour blast a carb , ultrasonic cleaning is a better option
