DVLA inspection

When getting an inspection from DVLA when you register a scooter, how far do they go. Is it passable if none running but complete with all body work etc.
The last inspection I had was just a bunch of photos with panels off showing frame number etc.
The bloke said he was supposed to see it running (which it just about was) but said no big deal if it doesn't. So it could depend on who you get but should be ok.
Last reg I did didn't have inspection maybe due to covid.
