Its running like a tap from the overflow pipe in the float bowl, the floats move up and down freely and dont seem to be burst. Ive blow down the intake and the valve seems to shut ok.

Check the fibre washer is under the float valve

Thanks Garry, stripped carb, washer is present. However, ive noticed the floats seem stuck when i refit the bowl. The floats are free when the bowls off then when the bowls on i can't hear movement and when I blow down inlet it doesn't block when I turn the carb upside down.
