SH1/20 carb question

Morning chaps,
Quick question, does the float needle in a SH1/20 carb act as a simple on/off switch for fuel or does it act as a fuel regulator based on actual fuel usage and float position at any point in time?

It's so low tech. it can only be a flow/no flow valve.

My thoughts too..

It’s just a pal reported fuelling problems after I replaced a worn needle as a solution to consistent carb flooding and overflow??

The length of the float needle will affect when the fuel valve opens an closes since the height of the plastic floats can’t be adjusted. If it is too long it will not open until later and it may not completely seal off the valve seat which will cause flooding.
