Headset question

Hi guys,
Just got my first lammy in years, after many p-range vespas.
Came with a bare GP dropped headset- Indian i assume as the clutch lever housing is quite thick.
This was disassembled when I bought it and came with a new internals set (rods, bushes, roll pins etc) but I'm having some grief figuring out how it goes together.
The problem being the 2 bushes and clutch side plastic ring don't seem to fit anywhere.
If I leave them out the controls seem to go together fine and work ok
Can't find any info online apart from a few exploded diagrams showing these parts but the bars don't go together with them in position? Can I leave them out?
Anyone help?
