Lambretta bogging down.

A pal o mine's bike is bogging down through the rev range. He's fairly handy at sorting them & has changed everything from the plug back to the flywheel & stator. Ingnition has been pulled. He has an identical set up on another bike and has swapped the carb. Compression is good & I'm at a loss having only suggested things over the phone, thought I'd just ask the collective majority ?
