Spanish s2 turning mudguard

Does the mudguard bolt on with bolts passing through from the outside ( bolt heads visible)
I only ask as I'm doing some bgm damper conversions for them and I've seen pics of the mudguard fitted and no bolt heads visible

Dont know how it's possible to fit it without bolts, certainly I used pan head screw bolts rather than hex head bolts so they are less obvious.

Means nothing to me, yes i get that there appears to be no way of fixing the mudguard but could be anything, ie you know how many hands it could have been through, maybe someone removed them and filled it with isopon and relied on the bottom fork "jubilee clip" to keep it in place, maybe someone innovative made some form of catch to slip onto the forks.
I don't know if this is yours and you have access and thats why you posted the original question or if this is piccies off the web?
If the former, have you looked underneath?
