Spanish ser 2 mudguard

The rear muddy on my Spanish Li S2 has two large holes (approx 10mm) punched into the rear lower edge. Because they are punched not drilled, I'm assuming they are factory created. Does anyone know why they are there?

They're to fit the rubber buffer (square black rubber block) that fits between the mudguard and the frame between the two panel brackets
