I'm building a ts1 and am just finishing it off. Looking at stickys guide the earlier series 3 shafts aren't as strong as the later gp ones.

Do I NEED to get a later type or is it simply a 'nice to have'?

IMO the more important issue is whether they are machned correctly. I would only use a better quality Italian made one irrespective of whether LI or GP given my past experiences with Indian ones.

if your looking to replace (as I was) I purchased the casa Lambretta one from scooter restorations. not the cheapest but well made and required no machining.

You may as well use it until it breaks but I fear that it will fail with the extra compression of a TS1. Lambretta stopped selling the early type around 1969/70 and only offered the GP type which meant having material machined off the inside of the kickstart boss. They did that because it was a known weekness.
