Ok when I rebuilt my LI125 back in the winter I fitted a complete new cable set from Scootopia, anyway I routed everything as per the stickys manual and find the throttle cable slightly on the long side causing a U shaped curve to form just before it reaches the carb.
Now then I can adjust the throttle to tick over nicely but when I sit on the scooter to ride it revs up slightly, not been a problem up until this weekend down at Brighton with my Daughter on the back, it just wants to rev and Rev but as soon as we get off it settles down again, any ideas??

you have got the inner to tight when you sit on the scoot the front of the engine goes down and thats why its reving up and with more weight on the back it will go down a bit more making it even tighter you need to slacken it off abit and maybe get a stronger rear spring

you should adjust your cable so that it has a little bit of slack in it, when you are sat on it, and your tickover should be set by the tickover screw, not the cable, you should be fine when you have done this.
