If you scroll down the page,there are 4 photos and they show the cluster is covered in rust.

It says "better than SIL" yet shows Sil wrapping on the loose gears.

Not very convincing packaging, very easy to fake the packaging.

Probably as rosscla says, it's fake. The packaging proves nowt.
