sil gp150, no spark, or fuel.

Hi, can anyone help ?, My mates lammy brokedown recently, he called the mechanic out and there was oil in the air filter rubber pipe going onto the carb, it worked for about 3 mile and cut out again. I've looked at it, checked the plug, no spark and no fuel getting to it , plug dry.The air filter seems ok, it's a new plug, and there is petrol in the pipe to the carb. Any ideas please?

Forgot to mention ,tried the green wire, no joy.
