The design of the bushes in fork links is crap and has been since it first appeared,
If the steel bush is a force fit into the outer bush, the rotation will be between inner bush and the bolt.
I believe the bolt should be a force fit into the inner bush which should rotate within the outer bush. Not that ANY kit you buy will do this.
If Innocenti intended rotation to be about the bolt, they needed only to make one bush to fit into the links, the inner bush is unnecessary.
When I fit them, I spend a lot of time ensuring the inner bush rotates within the outer and I have the bolts knurled to make them a force fit into the inner bushes.

The inner should push in with your thumb
some people who sell link bolts sell generic 12mm fasteners which dont have the correct shank width industrial 12mm fasteners have a11.75mm shank correct lambretta ones have a 11.95mm shank I always use s1/2 links with the bronze bush
