Clutch feels engaged ???

Guys,

Fixing a mate's scoot. If you disconnect the clutch cable completely it starts and revs up fine. If you connect the clutch it keeps over and starts fine one minute, then the kickstart might kick down and not engage the next time as though the clutch is too tightly done up on the cable ?

He's had a new clutch fitted by a shop but says that hasn't solved the problem (which he had before) any ideas what it might be ???
Cheers

need to pop round and take another look......but yes will check clearance ON THE CLUTCH LEVER I know sometimes if a scoot is laid up the clutch can dry of oil and not work properly.....this bike's not been ridden for 6 months
