How long is it best to wait before cutting back and polishing cellulose clear laquer ? The parts have been in a very hot conservatory for a few days so far.

Normally 24 hours. I've done it after 2 or 3 hours before and it was fine.

The longer the better.
It's not like the modern 2K's where it chemically cures. You are relying on solvent evaporation, and if there is solvent still in the paint you are going to have a tough time.
Press your nose onto the parts, if they smell of thinners, leave them a little longer, if not, you are good to do.
