Wind effects on P200e 1980 edition

I recently acquired a 1980 Vespa P200e with about 21000 miles - most of those from prior owner(s). Prior to this scoot, I last rode a Vespa 50 years ago. So I've been refamiliarizing myself with them.
The machine will currently top out at about 50 mph. It has a wind/bug screen which reaches about chin height.
It seems unusually influenced by wind, even if there seem to be few or no external signs such as trees blowing.
Now I'm wondering if there are mechanical issues I should consider. I've noticed that the rear wheel is not vertical when the scoot is on level ground. Looking at it from the rear, the wheel slopes at a slight angle toward the right. If this could be a problem, what is the most probable cause?
