Steering stiff - what are my options?

I've noticed the forks get stiff on one lock on a Lambretta chop I'm building. They go from lock to lock OK, but are noticeably stiffer on one side. As far as I know, this would be an Mot failure, even though it's completely rideable. I've checked the fork stem with a rule and it seems straight - what else could it be?
What are my options anyway? Any help appreciated.
It's an Indian GP frame if that's any help. 1985.

Either a bent fork stem or incorrectly fitted bearings, notably the cups rather than the bearings themselves.

Check that your cables aren't pulling/rubbing when you are on that lock.

Thanks for your suggestions. There's no cable or wiring on the bike. How can you tell if the stem is bent? I tried eyeing it with a straight edge and it looked fine. The cups could be incorrect, but I haven't messed with them.
Most importantly, can it be fixed?!

Marker pen or paint the fork tube on the fat bit where the lower bearing track fits and also the welded on stop on the front of the stem. Refit forks and turn lock to lock a few times then remove and check for scuffing on the paint.
