Bogging Down at low Revs.

Right, my LML Star 125 2t is suffering from bogging down just above idle and clears after approx 1/4 turn of the throttle. It's a 2013 bike with only 60miles on the clock and nothing appears to be tampered with. I've stripped and cleaned the carb which was spotless but didn't drain the tank, considering the fuel could be nearly 2 years old this could possibly be an oversight. Covering the exhaust kills the engine which would suggest the system is airtight, and I've replaced the Denso spark plug with an NGK which hasn't made any difference. As the scooter's "as new", I'm struggling to find any faults. Should also mention that it starts well and pulls cleanly away once past the dead spot. Any ideas? Cheers.

Cheers, I'll give it a try. Is it bogging down because it's too rich?
