Drive side gearbox bearing

quick question,is this bearing meant to protrude out of the casing? (on the outside)

most do but usually by less than 1mm

That's about it,just seems strange that when you put the retainer on it dosent bolt down flush.

if you bolt it down too hard, then you can bend the plate.
