Clutch engaging without cable on?

I'm at the firing up stage of a new build of a GT186 when I'm trying to fire it up the kickstart feels like the clutch is half engaged any ideas why? Just to add its a tv175 s3 case with a s1 chaincase.

If you can see the bit getting flattened out, I've used this clutch in another bike And it did the same thing to the other chaincase, so Ive swapped them over! The clutch is mainly MB parts bar the crownwheel which is MEC. Never mind problem solved.
