Are there inner tubes available with shorter valves to clear fork bolts and front brake lever on a J range?

Sounds like you've fitted the tubes the wrong way round. The valve should pass between the rim and hub to exit on the left like a Vespa.https://lambrettista.files.wordpress.co ... 5/0002.jpg
