Problems with Del Orto PHBH 30ml carb

Been having some issue setting up latest scooter
Built on a budget, so using all bits up in garage etc.
Had a solid mount PHBH 30 carb spare, so have used it.
All went together well etc, and pretty much first kick up off it goes.........Great !
But would only run with choke on.
So must have hard carb in bits 10 times, checking pilot jet for being blocked, and any other leaks etc.
Today, though noticed the slide could turn full round inside the carb.
See photo, but basically this is a little sliver of metal, that sticks out into the carb bore, that there is a corresponding cut out in slide, so it goes up and down on.
In my photo, it sticks out on the outside !!!
Can push it in and it works OK
This little sliver was loose, so as well as slide turning was an air leak.
Never seen or heard of this before, so thought would share as something for others to watch out for.
One question though, what glue could I use that is imperveous to the fuel etc.
