carb setting

Hi, I've almost finished my first Vespa resto. The engine is a 125PX 12 electronic conversion. I have had it running, but it was pig to get started and it doesn't tick over comfortably. The carb is jetted exactly as it was when the scooter was abandoned in a shed. It has been thoroughly cleaned.
The engine has been rebuilt with all new bearings, seals and a new piston in the original bore. Timing has been set and checked at 18 - 19 degrees.
Can anyone offer me some help with the setting up of the carb procedure for a Vespa ?

Try setting the mixture screw first, out of the back of the carb. Then once you have it running set the idle screw which sticks out of the top of the carb box cover. Is the slide worn ? Is the carb clean, it could be a number of things.
