Vespa Air Filter?

The air filter below is off of a 24mm standard carb on a PX200 engine I've got. Should it have holes all the way through the "heart" shape bit at the bottom left or should this be blanked off as it is? I think there's 2 different types of filters and not sure I've got the correct one? Cheers.
