Vespa Douglas 42l2

Hi all !
I have built a 42l2 with a t5 engine, it is now ready to go apart from the throttle does not return on its own all cables are new. I was wondering if the handle bars had a return spring in them I could check?
Any suggestions much appreciated

Maybe the two bolts that hold the carb are too tight and the slide can't reset.

Hi
Just checked the carb and that's ok,but noticed the raised edge on the handle grips is rubbing against the light switch so I'll try moving it or fit new ones without the big raised edge.

Make sure the throttle tube is lubed in either wd40 or similar, don't use grease as it will attract grit and other crap.
Have you put the throttle cable holder on the correct way, or is something obstructing it inside the headset, what about the wiring for the light switch or the front brake cable.

I thought the throttle was made deliberately stiff in the headset to aid with handsignals and to act as as a cruise control and that's what my VBB does !!
