Rear hub bearing question.

Just doing some work on a mates scooter and noticed that the rear hub bearing is sticking a fair way out the casing.
I know it doesn't sit flush, but is there a maximum amount it should be proud of the casing?
Last person who worked on it obviously didnt believe in using a torque wrench resulting in 4 bent studs and a bent bearing retainer plate :roll:

From memory it sticks out about 1mm maybe 2mm max.
People so often overtighten the retainer nuts/studs. They just need nipping up, use nylock nuts or spring washer/plain nuts.
