Asking a spark plug/ oil question here. My best sparkplug set up was/ is; a re-sprung R1 rear shock. Taffspeed (sadly not currently available) or MB (some just come up on the for sale board from scooterslag) progressive front springs. I've yet to come across front dampers better than standard Spanish Jet dampers (9mm studs), and I've tried 'thousands' of pounds worth of front suspension set ups. I found the spring performance more significant than the dampers performance, probably because they're ALL rubbish. I've got a set of Scomadi front units in to try and they look very promising, but it wont be this year now.
Also depends on usage / style of riding.
Most of my riding is on a fairly quick RB around Devons Dartmoor twisty's or mile munching on Dual/ motorway. It's set up for fast cornering on really, no I mean REALLY sh7t surfaced roads. I'm about 79 kilos (last weigh in 6 weeks ago at hospital before ye scoff), only ever one up, always unladen but mile-munch with hideous 55 litre topbox/ helmet cache, fabric panniers and front drybag. Devon A roads taken as quick as safe to go, perhaps a bit beyond safe at times, mile-munch if solo at approx 80-85, in a group anywhere from 25-30 (France last year, try that on a TS1/ 5 speed. we only lasted 40 miles and said f@@@ it.) to 75-85 (Same trip, "were gonna miss the ferry"

Suspension is personal, type of riding etc etc, like spark plugs and oil. You can get best advice/ suggestions of 'this' or 'that' but pick someones scoot you know from watching it move on the road and try it if allowed or borrow the bits whilst its off the road [it's a Lambretta] or bite the bullet.
Me, I'm doing a series one next (2 years time). Same rear shock set up and either Taff fronts with undecided dampers or see how the Scomadis perform.
With scooterslags springs and a canny purchase from ebay for an r1shock you could be set up for under £150. Escorts rears are reasonable but for the money go R1.
