Px 200cc just repaired stripped thread with helicoil rebuilt but engine races wont tick over properly its my mates scoot this was the original problem before he stripped threads any starting points

I would say air leak.

Try some gasket paste on the head, barrel, carb box and check flywheel seal & clutch cover is sealed properly.

all sorted arm bent in carb, throttle pin not going fully home.

good, so that means theres going to pictures of the finished scooter.
