Faulty Regulator or What?

Hi Everyone
The other day I fitted and electronic low fuel warning light and when testing the current through a multimeter I noticed that it was fluctuating greatly. Should the rectifier/regulator smooth out the output so that it is a steady 12 volt or does it normally fluctuate. Sorry to ask such a dumb question but my previous SX 200 42 years ago was on a 6volt battery.

If it's on AC the regulator wil keep the peaks to 12 volt but it will still fluctuate from -12 to +12 volts and that might be a bit less at tickover
