Registering a scooter!!

Just been asked a question,and i have no idea of the correct answer,so,anybody out there in the know??
How would you go about registering a Lambretta that has no frame number??,and by that i mean a new frame,not one with the original number removed!!
All other parts of the scooter are 'used',so would it still be deemed a 'new' scooter??
