PM Tuning Crank

Hi all,
ages ago I ended up with a PM Tuning Lambretta crank (Not sure but think at time, dealer I used only had this crank in).
Anyways, fitted a week or so ago to a Rapido 225.
Seemed really, really stiff, so stripped down to check.
Checked all standard stuff. kickstart catching on clutch etc.
Had another crank handy so swapped, and all OK.
In my view the seals on each side of the crank are too tight a fit, and stop the crank turning freely.
Incidentally fitted AF racecrank, using same seals ect and no problems.
WIll measure up tonight.
So question, is this just me or anyone else seen this ??
