Vespa gearing , help needed

I'm building a polini 221 with 60 mm crank , I'm looking at bgm superstrong clutch , do I go for the 24 tooth one as this will raise the gearing ( I think ) also will I need a shorter 4th gear (t5 ), can anyone give me some advise as I don't really understand gear ratios . I just want a nice torquey touring set up , thanks jay
