Throttle and gear bush support mate.
If you need to see an exploded view you can usually find most of the
diagrams on Scooter Restorations site

Parts 1 & 2 are the alternatives as used on late SX & GP for locating the rods in the handlebar ends.
Turn On, Tune In, Cop out!

According to the Innocenti S2 parts book the spring washer is shown as going on first followed by the flat spacing washer.

The sticky manual says differently, but it looks odd.... Would love to confirm...
