Layshaft cluster

I'm rebuilding a GP 125 engine. I put a new roller bearing in the gearbox, casing and then fitted the cluster with the shim. Although the shim is fitted, the cluster rubs on the casing. Is it's normal ?. Obviously, when you fit the clutch nut it will pull the cluster away from the casing. In that case, the shim will will just be floating between the casing and the cluster. Is this normal ??
