Fork link bolt removal

Helping a lad out with a Series 2 resto and everything stripped down except I am having trouble getting his fork link bolts out. Have had them soaking in diesel for a week. Managed to get one to pop out by an eighth of an inch but no further using the socket in a vice technique. Have not tried heat yet but am having another go this afternoon, so the Rottenburger is coming out :D Have got the bottom fork link rubber out of each fork leg and looking up at the inside there is a lot of rust around the bolts. Any other methods used??

I had to grind the head off the bolt and the shank with the nut on one a few years ago then pulled it out with the link.

you may find it easier to grind the bolt heads off and use a hydraulic press if they are really stuck in
