Lighting coils on an Vespa electronic stator,

Continuing the story of a Rally 200 engine that I bought a few years back, (which had previously been converted to a modern P200E type 12v stator.)
After replacing some minor bits, after a strip down, it successfully fired up yesterday. Engine ran OK, but no power in the blue wire coming from the lighting coils.
Checked with volt meter on blue wire and black earth wire and almost zero. As a double check, connected a 35w headlight bulb to these two wires and just a faint glow.
Checked both of the blue and black earth cables back to the coils to see if there was any bare parts to cause it to earth out, but all looks OK. Earth wiring to lighting coils looks OK.
Also tried two separate electronic flywheels.
Now I could juts buy another stator, but why should all of the coils fail, or am I missing something????
