No real experience yet with vespa engines, but for my my lambrettas I have adjusted timing to suit today's fuels.
But just stripped the above engine down, to learn a bit about it and see what needs replacing and now want to know if I should change the static timing from the original value of 24 degrees down to something between 18-20 degrees. Just out of interest, this Rally engine looks like it has a lot of PX parts and also has a Ducati 12 volt conversion, but original top end.
Any recommendations would be appreciated.

Won't hurt to retard if you wish , 20 deg would be fine. I know a lot of people who do this, but also know lads who run at the normal 23 no problem. If you run everything standard exhaust etc , I see no problem with the original settings, hardly a well tuned engine with high hp and compression. Just my opinion so ...

I've done 1300 miles now on my femsatronic standard 200, quite a bit of which was at wide open throttle. Ignition set at standard (24, or is it 23?). Runs really well. I haven't had the top end off to check what's been happening under there though.

Any issues would have shown up by now , as I've said bog standard motors are fine , even with an expansion I've never encountered any problems , not to say their is dodgy fuel out there , just I've never came across any as yet ?-

Cheers for that chaps. I've been killing time sweeping up leaves outside until I got some kind of a census. So I'm going to stick with the standard setting.
And one benefit of sweeping up the leaves in the cold and biting wind, is that it will feel considerably warmer in the garage at 7 degrees.
