Choke V Pilot

This may, or may not be an issue, but I'm wondering about the relationship between the choke and the pilot jet. My scooter starts fine, but it needs to run a bit on choke, and then you've got to give it a little prompting with the throttle, or else it dies. In fact the engine is not really happy until it's properly warmed up and now I'm thinking that the size of the pilot jet might have something to do with it. It's a 48 in a 22mm carb. Other people's scooters seem to start up and settle right down. So, am I doing something wrong?

The mixture screw controls the jetting at low revs. if you need choke then it possibly needs the mixture richened. If you can't get it rich enough with the mixture screw, then you need to go up a jet with the pilot.
Similarly, if you can't get it lean enough with the mixture screw then you need a smaller jet.
