I have used Blackpole Powder Coaters in Worcester numerous times to have things sand blasted, they have their main premises in Redditch. The guy who owns it his son has a Vespa so knows a bit about scooters, so is sympathetic to the more delicate panel work.Very helpful, good price and quick turn around.

How about soda blasting, it just removes paint without damaging the tin work, you can even use it on carbs, engine casings etc. What I'm not sure of is if it removes rust.
Try www.soda-blast.co.uk 0121 706 7772, they're in Tyseley.
or ... www.suttonsodablasting.co.uk they're in Sutton Coldfield, they also do sand and shot blasting
I watched a demonstration video at the Classic car & bike show last year, it looked brilliant.
