They're made in Serbia.
The "hairs" are moisture sensors.

I had some S83's made in Serbia that were just as hairy.
Spent hours cutting them off the front tyre with nail scissors but got fed up so ran the engine on the jack and used emery cloth on the back one.
If I had known that they were moisture sensors I would have left them on.

Not on a Lambretta that I know of Paul, only someone with a maxi scooter, presumably a bigger diameter.
We've got similar on the wife's Maicoletta 400 and they seem pretty good TBH,
