boggy blip

just changed carb on mates muggy 186 from a 30 to a 28 phbh. the scoot runs and pullz well apart from if you just give it a small blip when changing down for example and this is when its boggy. it clears if you give itabit more. i swapped the jets etc from the 30 to the 28. tit runs with a af clubman exhaust. any help welcome.
