They all dim to some extent on tickover, what sort of Vep is it? Is your tickover speed low? My old T5 noticeably flickered when ticking over but I wouldn't say they were particularly dim. My Lambrettas on the other hand were quite dim. You could try checking that you have the correct wattage lamps fitted and maybe concider an LED replacement for the rear.

OK, I've just spotted your other post about popping bulbs, it would have helped if you'd mentioned that in this thread ;) Get a volt meter (cheap from Maplin or ebay and check the output from the regulator with lights on and off and report back.

My 5p is: make sure your entire electrical system is in a good nick. New loom as old ones build up resistance and corrodes inside, causing all kind of problems.

Re-solder your stator as well.

Lights are naturally dimmer at tick over as you are generating less electricity.

My 6V Vespa has as good lights as any 12V scooter has, my thoughts are that 25W is always 25W regardless of 6V or 12V (watt = effect which is somewhat the same as the light so half the voltage at same effect gives you the double current) :)

I reckon it's just a bad connection, re-check all of the joints especially any that you have disconnected.
