Fork link bolt kits

Right: I want to start a heated debate.
Over the years i have bought many and various fork link bush/bolt kits and they have all been crap.
Here's why; In all cases, the plastic bushes were a press fit into the links.............good.
In most cases the steel bushes didn't fit the plastic bushes, but reaming the plastics addressed this... average.
In all cases, the bolts fell into the steel bushes.................crap. Why is this crap? I'll tell you.............
Surely the steel bush should rotate in the plastic bush? If not, why fit two bushes? Just fit one that accepts the bolt.
When the bolt rotates freely within the steel bush. The rotational movement is around the bolt shaft and the inner bush. So once again, why have two bushes?
I had the ability (briefly) to manufacture my own bush/bolt link kits. I made them so that the plastic bush pressed into the link. The steel bush rotated within the plastic and the bolt was a tight fit into the steel bush.
I think this is the correct way for them to operate.
Any thoughts or opinions out there?
I am referring only to Lambretta series 3 forks/links/bushes/bolts.
