Vespa PX 200 throttle control rod issue

Hello All ,
i was taking my 12 year old vespa PX 210 for it s annual MOT today when i thought the throttle cable had snapped ( typical !! ) i wasn't far from home so i pushed it back as you do. Upon inspection the cable is fine but ive noticed the throttle control rod has a play in it if i push it and put pressure from the grip end it is making the plastic throttle wheel move past the locater on the headset bottom.The plastic bush in the headset bottom seems to be securing it ok ( maybe im wrong ? ) and the plastic throttle wheel can only be located in one place by the spring circlip , is the movment coming from the grip end ? how is this shimmed because i can only see two washers where should they be located ? . Appreciate its getting older now should i be looking to replace the lot , rod , bush , throttle wheel and the small return spring that closes the throttle . Bit of a pain becuase it will all go back together and function but i'm sure when i take it on a road and vibrates etc it's going to happen again . Any ideas would be greatly appreciated.
