starting problems

Hi,
I'm having problems starting, the scooter will only start when I sit on the scoot and tilt to the side and get a good swing at the kickstart even then it can take ages to fire up.
I have had the side casing off and adjusted the kick start plate so it engages as soon as you operate the kick start lever.
When the scoot does fire up, if you don't keep revving it bogs down and dies.
any ideas ?
