p200e clutch in wrong?

I have a 1979 P200E I have rebuilding ever so slowly and am a little unfamiliar with how things went so long ago. I reassembled my motor using a banded clutch with "upgrade" nut and washer and found that the kick starter does not spin the crank/flywheel but it does feel and sound like its engaging the gears. Is it possible the clutch just isnt in right and not transfering force to the crank? Or am I looking at splitting the cases again?

Is the engine in the frame and cabled up etc?
May just be clutch cable adjusted too tight?

Motor is in bike and all cabled up. Im not with the scoot right now but Im pretty sure the cable has some slack in it and I think when it was in gear it still just rolled around freely, so its the clutch in that case right? If its the clutch that is in wrong whats the correct way to install?

First off disconect cable or slacken right off , see if any difference , if not then time to whip clutch out methinks.

Maybe stating the obvious here but you have got the wee woodruff keys (the wee half moon keyways) fitted to both sides of the crank??

Also maybe obvious, you did remember the thrust washer between the clutch and the crank bearing?
