If it`s running white then she`s gonna cook. Go big and work down, a 135 will be about right but start bigger and keep plug-chopping.

I had fuel supply issues with those 26mm carbs as well.
I think I got my hands on a Cosa float chamber cap - the needle was a 5.2mm instead of the normal 4.5mm & I think the aperture that it sits in had an inside diameter of around 2mm. More gas at a faster rate via the float chamber is the idea there (make sure your fuel line isn't too long either).
I've also seen people stack three float chamber gaskets to increase the chamber volume. I think DRT makes a metal one with that in mind.
If it ain't fuel supply or timing - I've had to resort to going way rich on jetting. 120 air jet & be4 atomizer just to get it to behave even with a 135 main. I've had to go as high as a 142 for some... Those JLs are nice, but they can be a fuel toilet once you get into the power...
Best of luck!

Richer I think. Look at the amount & size of the holes. I've been told fewer/smaller = richer. Seems to be true from my experience.

ditch the 26 u better off with a normal 24, get a polini venturi adapter with air filter to replace the vespa airfilter and hose, then jet as appropriate
