Whats the going rate to build a 90mph+ Lambretta?

My good mate Barny posted this of FB but I thought I'd share this. Grown men would get a bone on if their 4k+ motor could do this speed,I bet this Piaggio didn't cost anywhere near that or maybe it did,that's why he couldn't afford some decent boots.Sorry of its been posted before,I've not seen it. :D
