ET2 Twist & go throttle stuck fast

Hi all.

I have been an ET2 owner and rider for a few years now and have today bought another one to pick the bits off to smarten mine back up again.

The problem is
The twist and go throttle on the handlebars seems stuck fast. there is no give at all. It has been sat for a while. Any ideas and help with this would be greatly appreciated. I'm wondering if it needs lubing and working/twisting
