Once a side panel has been stripped and primed, is it best to fit the panel back onto the frame properly, including fitting the buffers onto the frame, before a final skim of filler is applied to sort out dings etc.?
I'm thinking that it would be best to get the panel under tension before the skim, so the panel is more rigid and is in the shape it will be when fitted after painting?
Wonder if any restorers would confirm, or correct me? Thanks.

I would say that it would not be necessary for the reason you gave. Trial fit by all means but the filler applied should not be so thick as to affect the flexibility of the panel. If the dents are very serious then either get a panel beater to sort them out or buy yourself a set of hammers and dollies (I got some off ebay) and have a go youself. If you check out Utube, there is an Austrailian guy that demonstrates the technique on a vespa mudgaurd.

Always try the panels on with the body curve rubber and handles to make sure they fit correctly,never fit the rear leg buffers and try to skim on the bike as you'll be chasing the high spots that the buffers causes for ever more.
